League of Legends Patch 13.1 Notes: New Changes, Release Date, and More

The start of a new season is upon us, as Patch 13.1 is on the horizon.

Yet another season is coming to League of Legends as another year of the game is launching soon. The preseason has played quite the role as a precursor as many of the new jungle changes, and others came through that.

We have already seen the changes in the game in Patch 12.22 and Patch 12.23 with their respective B patches. Both the patches brought in jungle changes, new systems, new items, and more. The highlight of the changes and updates are the ward system, Heartsteel, Jak’Sho, The Protean, etc.

Patch 13.1 will kick off the start of the season with a new Ranked split and a brand new year of League of Legends. The Rod of Ages update is coming in this patch, along with the Jax mini-rework. So let’s start talking about all the changes coming to League of Legends at the start of a new season.

Release Date

League of Legends Patch 13.1 is expected to be released on January 10th, 2023. Season 13 will start with the new Ranked Split around that date.

  • EUW: 5:00 UK time
  • NA: 3:00 AM PT
  • EUNE: 3:00 CET

LoL Patch 13.1 Notes

This time around, Riot Phlox provided the patch preview for Patch 13.1. The idea behind the patch is to address champion outliers and push out the Jax updates. There are also ARAM changes coming soon provided by Riot Maxw3ll, following up on the ARAM rework.

The takeaways are that nothing too elaborate is coming except some system changes and adjustments. Riot Phlox also mentioned that the Yuumi Rework is still in the works, and there is a future change to sustain for fighters being talked about.

Mini-Reworks

Only one mini-rework is coming as the Jax update is being rolled in. Here are the changes for Jax.

Jax

The Grandmaster at Arms is getting his limelight as he is getting modernized. Icons of all abilities are changing, along with some updates on the skills as well. More specifically, his R is getting a significant change. Thus, these are the following changes. Jax is also getting a fishing minigame.

Q – Leap Strike

  • AP Ratio: 60% >>> removed.
  • Icon Update

E – Counter Strike

  • Damage: 55-155 (+50% bonus AD) physical damage >>> 55-175 + 4% max health (+100% AP) magic damage
  • Damage bonus plus attack dodged: 20% of all total damage >>> 20% of base damage.

R – Grandmaster’s Might

  • Passive:
    • Damage: 100/140/180 (+70% AP) >>> 100-150 (+60% AP)
    • Added VFX and SFX when the passive attack is ready.
  • New Active (With new animations and VFX)
    • Jax swings his lantern around him, dealing 150-300 (+100% AP) magic damage to nearby enemies. If he hits an enemy champion, he gains 10-40 (+.1 bonus AD) armor and magic resist, plus 14-22 (+.1 bonus AD) per champion hit for the next 8 seconds. During this time, the passive damage applies every second attack instead of the third.
  • Cooldown: 80 seconds >>> 100/90/80 seconds.

Champion Buffs

Four champions are getting some buffs in Patch 13.1 as they are not in a great spot in the current patch cycle. AD Shaco is being buffed, and improvements are given to Jayce, Lissandra, and Sion. This is all just to address outliers and get them back into a good state. To recap, here is a list of the champions getting buffs.

AD Shaco

Shaco is getting a nice little bump in stats for his AD build as the AP build has been the most popular for the champion. This should help AD Shaco make more of a contribution in games.

  • Q – Deceive
    • Mana Cost: 60 >>> 40.
    • Backstab Critical Chance: 30% >>> 40%.
  • E – Two-Shiv Poison
    • AD Ratio: 75% >>> 80%.

Jayce

The Defender of Tomorrow, Jayce, is getting a pretty nice buff to his melee form. This will help him a lot in trading blows in the top lane. Here are the changes coming to Jayce.

  • Base AD: 54 >>> 57.
  • Melee Q – To The Skies!
    • Damage: 55/100/145/190/235/280 (+ 120% bonus AD) >>> 60/115/165/215/265/310 (+ 120% bonus AD).
  • Melee W – Lightning Field
    • Magic Damage Per Tick: 25/40/55/70/85/100 >>> 30/50/65/80/95/110.

Lissandra

Lissandra is getting a little bit more utility as her slowing capabilities are being improved along with faster casts on her Ring of Frost. The base HP is also being increased so this will help her be that frontline utility champion in games.

  • Base HP: 104 >>> 110.
  • Q – Ice Shard
    • Slow: 16/19/22/25/28% >>> 20/24/28/32/36%.
  • W – Ring of Frost:
    • Cooldown: 14/13/12/11/10 seconds >>> 12/11/10/9/8 seconds.

Sion

  • Base HP: 615 >>> 655.
  • Q – Decimating Smash
    • Maximum Damage: 70/135/200/265/330 >>> 90/155/220/285/350.

The Undead Juggernaut is getting a bit more tanking and wave-clearing ability with his Q to stay in lanes. This should help him stay on top of what looks like a meta fitting for tanks.

Xayah

One of the two surprising additions to the Wednesday Preview as Xayah is getting a little buff. Her base and scaling attack speed were increased to give her a little nudge to be more effective.

  • Base Attack Speed: .625 >>> .658.
  • Attack Speed Ratio: .625 >>> .658.

Twisted Fate

More damage is being funneled in Twisted Fate with a faster Wild Cards cast. Here are the changes coming for TF.

  • Q – Wild Card
    • Cooldown: 6 seconds >>> 6/5.75/5.5/5.25/5 seconds.
  • W – Pick A Card
    • Blue Card
      • AP Ratio: 90% >>> 115%.
    • Red Card
      • AP Ratio: 60% >>> 70%.

Champion Nerfs

There are a lot of nerfs coming to champions in Patch 13.1. The highlight of the nerfs is to Aatrox, K’Sante, and Fiora, all three champions that have been running rampant for a decent bit. More nerfs are coming as the balance team tries to tamper down on the strong champion in the game. Also, Yuumi is getting further nerfs with a rework in the works.

Overall, these champions are receiving nerfs in Patch 13.1

Aatrox

Aatrox has been running rampant for the last few patches. Thus, Riot has finally come down on him and maybe this will take him down from the undisputed best top laner in the game.

  • Passive – Deathbringer Stance
    • Damage: 5-12% >>> 4-10%.
  • E – Umbral Dash
    • Healing During World Ender (R): 25/30/35/40/45% >>> 20/24/28/32/36%.
  • R – World Ender
    • Movement Speed: 60/80/100% >>> 50/65/80%.

Dr. Mundo

Mundo was doing a bit too much, so Riot is decreasing stats on different fronts. Here are the changes as follows.

  • Base HP: 653 >>> 613.
  • Armor Growth Per Level: 4.2 >>> 3.7.
  • E – Blunt Force Trauma
    • Bonus AD: 2.5/3/3.5/4/4.5% maximum health >>> 2/2.5/3/3.5/4% maximum health.

Fiora

The Grand Duelist is being targetted with nerfs as these are major changes. This should make Fiora’s damage potential much less as the Vitals wont hit as much and the Lunge damage is also decreasing.

  • Passive – Duelist’s Dance
    • Vital Damage: 3%(+4.5% per 100 bonus AD) of target’s maximum health >>> 3%(+4% per 100 bonus AD) of target’s maximum health.
  • Q – Lunge
    • 70/80/90/100/110 (+95/100/105/110/115% bonus AD) >>> 70/80/90/100/110 (+90/95/100/105/110% bonus AD).

K’Sante

The latest champion on the block, K’Sante, has been running rampant. Using multiple different item combinations, he becomes an unkillable champion. Thus, Riot is addressing the problem and hopefully that will fix things.

  • Base Movement Speed: 335 >>> 330.
  • Passive – Dauntless Instinct
    • 10-25 (+1/1.33/1.66/2% of target’s maximum health) bonus physical damage >>> 5-20 (+1/1.33/1.66/2% of target’s maximum health) bonus physical damage.
  • W – Path Maker
    • Minimum Physical Damage: 4.25/4.5/4.75/5/5.25% of target’s maximum health >>> 2/2.25/2.5/2.75/3% of target’s maximum health
    • Maximum Physical Damage: 8.25/8.5/8.75/9/9.25% of target’s maximum health >>> 7/7.25/7.5/7.75/8% of target’s maximum health.

Rammus

Rammus has been too tanky so Riot is targetting his defenses.

  • Attack Damage: 56 >>> 53.
  • Base HP: 634 >>> 614.
  • W – Defensive Ball Curl
    • Percentage Bonus Resists now amps Flat Resists from Defensive Ball Curl.
    • Bonus Armor: 40(+60/70/80/90/100% total armor) >>> 25(+40/55/70/85/100% total armor).

Yuumi

More Yuumi nerfs are being done before her rework lands soon. This nerfs seems to be more about targetting her effectiveness in pro play.

  • Q – Prowling Projectile
    • Damage: 50/90/130/170/210/250 (+30% AP) >>> 50/80/110/140/170/200 (+30% AP).
    • Empowered Damage: 60/110/160/210/260/310(+40% AP) >>> 60/100/140/180/220/260(+40% AP).

Zeri

After the rework, Zeri has gotten stronger than anticipated so some of that strength is being taken away.

  • AD Growth: 1.5 >>> 1.3.
  • Q – Burst Fire
    • Damage: 15/18/21/24/27(+104/108/112/116/120% AD) >>> 15/17/19/21/23(+104/108/112/116/120% AD).

System Buffs

This is primarily items getting buffs, as we already talked about a Rod of Ages buffs a while back. Patch 13.1 will introduce some much-needed buffs to Horizon Focus and Rod of Ages, while Axiom Arc is also getting some love. Winter’s Approach (a non-upgrade version of Fimbulwinter) is getting a buff, and it is unclear whether Fimbulwinter is also changing.

Archangel’s Staff

As Seraph’s is changing, so much Archangel’s Staff. In contrast, Archangel’s is getting more than expected with a new build path, more AP, etc. Thus, here are the changes.

  • New Build Path: Tear + Kindlegem + Needlessly Large Rod.
  • Cost: 2600 gold >>> 3000 gold.
  • Unique – Awe
    • Gain Ability Haste equal to 0.5% bonus mana >>> Gain Ability Power equal to 1% bonus mana.

Axiom Arc

A little injection of Lethality is being put into Axiom Arc to make assasins more effective with continuous assassinations.

  • Lethality: 10 >>> 18.

Catalyst of Aeons

As Rod of Ages is getting changed, so is Catalyst of Aeons. Spideraxe provided the changes.

  • Damage to Mana conversion reduced from 8% to 7%.
  • Mana to healing conversion increased from 20% to 25%.
  • Max healing per cast increased from 15 to 20.

As mentioned, Spideraxe provided us with the Rod of Ages coming early on. Here they are.

Horizon Focus

A bit of AP is being put into Horizon Focus to make it a more attractive item.

  • Ability Power: 85 >>> 100.

Rod of Ages

  • Health: 300 >>> 400.
  • Unique – Eternity
    • Resources restored to proc
    • Bonus Movements Speed: 25% >>> 35%.
    • Several QoL and Bugfixes (Not Specified).

Winter’s Approach

The item cost is being reduced along with base HP increase as Riot tries to make Winter’s Approach (and Fimbulwinter in turn) more enticing as an option for tanks.

  • Cost: 2700 gold >>> 2600 gold.
  • Health: 350 >>> 400.

Systems Nerfs

Only the Legend rune is getting the change as Tenacity is being reduced. This indicates that the Legend rune is doing too much work, and that is being addressed now.

Legend Tenacity

Based on popular opinion, the Legend rune was pretty much overpowered. Thus, the Tenacity is being reduced from there as Bruisers and Fighters now have less to work with.

  • Tenacity: 5% + (2.5% per Legend Stack) >>> 5% + (1.5% per Legend Stack).

Systems Adjustments

Jak’Sho, The Protean, and Seraph’s Embrace is getting adjustments in Patch 13.1. Seraph’s Embrace has been a requested change for a long time, and Riot is finally getting it out as they have been working on this item for a while. On the flip side, Jak’Sho has been a thorn in Riot’s side since the item was released, and they are adjusting how it works.

To recap, these are the following adjustments coming to Patch 13.1.

Jak’Sho, The Protean

The infamous Jak’Sho is getting an adjustments, but some may even say it’s a buff. It seems that the item is being geared more towards tanks than bruisers abusing the item. Only time will tell how that goes.

  • Cost: 3100 gold >>> 3200 gold.
  • Resists: 2 per second + 15% total resists at max stacks >>> 2 per second + 20% total resists at max stacks.
  • Unique – Voidborne Resilience
    • Drain Amount: 3% maximum HP >>> 80 + 7% maximum HP.
    • No longer drains minions/monsters.

Seraph’s Embrace

The awaited rework is coming as Seraph’s is getting a bunch of changes. Archangel has also changed to basically match Seraph’s. There are so much coming now including a new build path for Archangels (covered on the Archangel portion). Hence, here are all the changes.

  • New Build Path: See Archangel’s Staff.
  • Cost: See Archangel’s Staff.
  • Ability Haste: 0 >>> 10.
  • Unique – Awe
    • Gain Ability Haste equal to 1.3% bonus mana >>> Gain Ability Power equal to 2.5% bonus mana.
  • Empyrean Passive removed
  • (New) Unique – Lifeline
    • Upon taking damage that would reduce your Health below 30%, gain a 250 + 20% current Mana Shield for 30 seconds.
    • Cooldown: 90 seconds.

ARAM Changes

As mentioned, Riot Maxw3ll said the ARAM changes are coming, and they are on the safe side to not overdo anything. There are a lot of changes coming ranging from champion changes to system updates. Thus, here are the changes coming to ARAM in Patch 13.1.

ARAM Marksman Class Changes

Marksmen took quite the hit with the past changes as their lifesteal was cut down. That is being adjusted with some of that lifesteal being given back. Riot hopes this will improve the class as a whole.

  • Lifesteal Effectiveness on Minions: 50% >>> 60%.

ARAM Death Timers

This was a topic of conversation as ARAM death timers came into question. In some games, people could run from one end of the map to another by fully pushing minions and ending the game as the match went longer. So, to make that less frequent, the death timer is being reduced during ARAM’s mid and end game.

  • Death Timers levels 11-18: reduced by 1 second.

ARAM Champion Buffs

Many champions are receiving buffs for ARAM as the balance continues in Patch 13.1. All the changes are minor. These are the following changes for champions in the upcoming patch.

Draven

  • Outgoing Damage: 100% >>> 105%.

Kai’Sa

  • Outgoing Damage: 100% >>> 105%.
  • Attack Speed Scaling: 100% >>> 102.5%.

Kalista

  • Outgoing Damage: 105% >>> 110%.

Lucian

  • Outgoing Damage: 103% >>> 105%.
  • Tenacity: 0% >>> +20%.

Lulu

  • Shield Mod: 100% >>> 110%.

Nunu and Willump

  • Outgoing Damage: 108% >>> 110%.
  • Damage Received: 92% >>> 90%.
  • Tenacity: 0% >>> +20%.

Udyr

  • Outgoing Damage: 100% >>> 105%.
  • Tenacity: 0% >>> +20%.

Yuumi

  • Heal Modifier: 100% >>> 110%.

Zeri

  • Outgoing Damage: 105% >>> 110%.
  • Damage Received: 95% >>> 90%.

ARAM Champion Nerfs

These nerfs are coming mostly to Juggernauts and Assassins, who are taking advantage of the fast-paced games and achieving success that way.

Bel’Veth

  • Outgoing Damage: 105% >>> 100%.
  • Damage Received: 95% >>> 100%.

Darius

  • Damage Received: 95% >>> 100%.
  • Healing Modifier: 120% >>> 100%.

Ekko

  • Damage Received: 95% >>> 100%.

Elise

  • Damage Dealt: 110% >>> 105%.

Illaoi

  • Damage Received: 95% >>> 100%.

Irelia

  • Outgoing Damage: 105% >>> 100%.
  • Damage Received: 95% >>> 100%.

Kassadin

  • Damage Received: 95% >>> 100%.
  • Tenacity: +20% >>> 0%.

Katarina

  • Outgoing Damage: 105% >>> 100%.
  • Damage Received: 90% >>> 100%.

Kha’Zix

  • Outgoing Damage: 110% >>> 105%.
  • Damage Received: 85% >>> 90%.

Kled

  • Outgoing Damage: 105% >>> 100%.

Skins

The new Mythmaker and Lunar skins are coming in Patch 13.1 in celebration of the Lunar New Year. Mythmaker will include skins such as Mythmaker Galio, Mythmaker Garen, Mythmaker Irelia, Mythmaker Sivir, Prestige Mythmaker Sivir, and Mythmaker Zyra. Also, Storm Dragon Lee Sin is getting a Mythic Chroma this patch.
