League of Legends Patch 14.5 Notes – All The Details

Patch 14.5 will be coming to League of Legends soon as we will be getting more changes, following up Patch 14.4.

Riot has been pushing to improve League of Legends since the massive changes in Patch 14.1. The new gameplay additions have spiced up the game but also given players more room to be creative with item builds. Since the introductions, Riot has been making a bunch of balance changes to get things right.

Things have been up and down with the changes as there are many champions and items, which were overpowered. Also, fixing any of those problems usually causes others to pop up. So, with this ebb and flow, Riot is trying to keep things even keel and hoping the changes stick and lead the situation to a more neutral state.

Patch 14.4 was one of the biggest patches since 14.1 so there was a lot to look at then. Patch 14.5 will have a lot as well looking at the latest patch preview by Riot Phroxzon. So, here is all we know so far about Patch 14.5.

Release Date

League of Legends Patch 14.5 is expected to be released on Thursday, February 22, 2024.

  • NA: 3:00 AM PT
  • EUW: 5:00 UK time
  • EUNE: 3:00 CET

LoL Patch 14.5

There are quite a number of changes coming in, for both buffs and nerfs. So, without further ado, here are all the details.

Champion Buffs

A bunch of changes coming in with Rek’Sai and Kog’Maw getting the big ones. Some changes like the Kayn and Rek’Sai ones are trying to push the champions to more Bruiser builds. Meanwhile, there are many smaller changes to push champions to some prominence. So, let’s get right to it.

Jarvan IV

Riot is buffing his Q and Armor Scaling to give Jarvan a boost after the nerf to Spear of Shojin.

  • Base Stats:
    • Armor Growth: 4.8 per level >>> 5.2 per level.
  • Q – Dragon Strike:
    • Cooldown: 10/9.5/9/8.5/8 seconds >>> 10/9/8/7/6 seconds.

Kayn

Riot is still working on making Rhaast go more Bruiser builds so some numbers are being changed.

  • Passive – The Darkin Scythe:
    • Darkin Bonus:
      • Healing: 25% >>> 25% (+0.5% of Bonus HP).

Kog’Maw

Riot is making a bunch of changes to improve how much damage Kog’Maw can dish out along with some utility buffs.

  • Passive – Icathian Surprise:
    • Bonus Movement Speed: 0 – 40% >>> 10 – 50%.
  • Q – Caustic Spittle:
    • Cast Time: 0.25 seconds >>> Now Uses Auto-Attack Timer.
  • E – Void Ooze:
    • Slow: 30/35/40/45/50% >>> 40/45/50/55/60%.
  • R – Living Artillery:
    • Minimum Damage: 100/140/180 (+65% bonus AD)(+ 5% AP) >>> 100/140/180 (+75% bonus AD)(+35% AP).

Rek’Sai

After the Rek’Sai changes in Patch 14.4, Riot ran into a bunch of issues. So, to fix all of those and some bug fixes, these are the following changes coming to Rek’Sai.

  • Auto Attack Animation/Speed Improvements.
  • Q – Queen’s Wrath:
    • Auto Attacks can no longer be canceled.
    • Many Bug Fixes.
  • E – Furious Bite:
    • Maximum Fury Damage: 6 – 14% Maximum Health >>> 8 – 14% Maximum Health.
    • Monster Damage Cap: 60 – 400 (based on level) >>> 75 – 400 (based on level).
  • R – Void Rush:
    • Damage: 100/250/400 (+100% Bonus AD)(+20/25/30% Missing Health) >>> 150/300/450 (+100% Bonus AD)(+25/30/35% Missing Health).

Sivir

Just a small starting Armor buff is coming to Sivir.

  • Base Stats:
    • Armor: 26 >>> 30.

Veigar

Riot is buffing Veigar’s damage by buffing his Q and R.

  • Q – Baleful Strike:
    • Damage: 80/120/160/200/240 (+45/50/55/60/65% AP) >>> 80/120/160/200/240 (+50/55/60/65/70% AP).
  • R – Primordial Burst:
    • Cooldown: 120/90/60 seconds >>> 100/80/60 seconds.

Vex

With how Vex is, Riot has decided to add some more wave clearing power.

  • Passive – Doom ‘n Gloom:
    • Damage: 30 – 140 (based on level)(+20% AP) >>> 40 – 150 (based on level)(+25% AP).
  • E – Looming Darkness:
    • Killing units with E now grants Passive refund.

Wukong

There are some buffs coming for Wukong’s Passive.

  • Passive – Stone Skin:
    • Maximum Stacks: 10 >>> 5.
    • Efficacy per stack: 50% >>> 100%.
    • Passive Stacks Falling Off: All at once >>> One at a time.

Champion Nerfs

There’s a number of nerfs coming and most of them are well deserved. Brand, Maokai, Senna, Twisted Fate, and more are getting the well-deserved nerfs. Here are all the details.

Bel’Veth

Riot is nerfing Bel’Veth damage reduction when she goes in and cause havoc.

  • E – Royal Maelstrom:
    • Damage Reduction: 42/49/56/63/70% >>> 35/40/45/50/55%.

Brand

Since the new season, Brand has become a top jungler. Riot has been reigning that in and they are going to keep doing that in Patch 14.5. This time around, Brand’s R is getting nerfed.

  • R – Pyroclasm:
    • Damage: 100/200/300 (+25% AP) >>> 100/175/250 (+25% AP).
    • Cooldown: 105/90/75 seconds >>> 110/100/90 seconds.

Evelynn

A small nerfs is coming to Evelynn to reduce her damage.

  • Q – Hate Spike:
    • Damage: 25/30/35/40/45 (+30% AP) >>> 25/30/35/40/45 (+25% AP).

Maokai

As a support, Maokai is top tier. However, his jungle power is struggling. So Riot is nerfing his utility while improving his jungle efficiency.

  • Base Stats:
    • Movement Speed: 335 >>> 330.
  • Q – Bramble Smash:
    • Monster Damage: 80/100/120/140/160 >>> 120/130/140/150/160.
  • W – Twisted Advance:
    • Cooldown: 13/12/11/10/9 seconds >>> 14/13/12/11/10 seconds.

Nidalee

Just a small nerf coming to Nidalee in the jungle.

  • Base Stats:
    • Movement Speed: 340 >>> 335.
  • Q – Takedown:
    • Hunted Damage Bonus: 40% >>> 30%.

Senna

Yet another small nerf is being given and the recipient is Senna.

  • Q – Piercing Darkness:
    • Damage: 30/60/90/120/150 (+50% Bonus AD) >>> 30/60/90/120/150 (+40% Bonus AD).

Twisted Fate

AD Twisted Fate is rampaging across all levels of play and Riot does not seem to have a clear answer yet. So, this is another attempt to bring AD TF back to the mean.

  • E – Stacked Deck:
    • Bonus Attack Speed: 10/22.5/35/47.5/60% >>> 10/20/30/40/50%.
    • Damage: 65/90/115/140/165 (+75% Bonus AD)(+40% AP) >>> 65/90/115/140/165 (+25% Bonus AD)(+40% AP).

Vayne

Some utility and cooldown nerfs are coming to Vayne.

  • Passive – Night Hunter:
    • Bonus Movement Speed: 45 >>> 30.
  • Q – Tumble:
    • Cooldown: 4/3.5/3/2.5/2 seconds >>> 6/5/4/3/2 seconds.

Zac

In the recent patches, Zac has been doing a lot in the Rift. His jungle sustain and damage has been a bit much, so Riot is diminishing that a bit.

  • Passive – Cell Division:
    • Healing: 5/6/7/8% of current Maximum Health >>> 5/6/7/8% of current Maximum Health.
  • Unstable Matter:
    • Damage: 35/50/65/80/95 (+4/5/6/7/8% (+3% per 100 AP) of target’s Maximum Health) >>> 40/55/70/85/100 (+4/5/6/7/8% (+3% per 100 AP) of target’s Maximum Health).

Champion Adjustments

Seraphine

There is so much coming for Seraphine as she has been performing better in other roles than Support. So, she is being changed a whole lot to get her back to her primary role.

  • Base Stats:
    • Attack Damage: 55 >>> 50.
    • Mana Growth: 50 per level >>> 25 per level.
    • Mana Regeneration Growth: 0.4 per level >>> 0.95 per level.
    • Movement Speed: 325 >>> 330.
  • Passive – Stage Presence:
    • Damage: 5/10/18/30 (+5% AP) >>> 4 – 25 (+4% AP).
    • Minion Damage: 300% >>> 100%.
  • Q – High Note:
    • Mana Cost: 65/70/75/80/85 >>> 60/70/80/90/100.
    • Missile Speed: 1200 >>> 1300.
    • Damage: 55/80/105/130/155 (+50% AP) >>> 60/85/110/135/160 (+50% AP).
    • Execute: 1.5x >>> 1.6x.
  • W – Surround Sound:
    • Cooldown: 28/25/22/19/16 seconds >>> 22/21/20/19/18 seconds.
    • Mana Cost: 80/85/90/95/100 >>> 70/75/80/85/90.
    • Shield Strength: 50/75/100/125/150 (+20% AP) >>> 60/80/100/120/160 (+20% AP).
    • Movement Speed: 20% (+4% per 100 AP) >>> 20% (+2% per 100 AP).
  • E – Beat Drop:
    • Cooldown: 10 seconds >>> 11/10.5/10/9.5/9 seconds.
    • Mana Costs: 60/65/70/75/80 seconds >>> 60 seconds.
    • Damage: 60/95/130/165/200 (+35% AP) >>> 70/100/130/160/190 (+50% AP).
    • Crowd Control Duration: 1.25 seconds >>> 1.1/1.2/1.3/1.4/1.5 seconds.
    • Minion Damage: 100% >>> 70%.
  • R – Encore:
    • Cooldown: 160/130/100 seconds >>> 160/140/120 seconds.
    • Damage: 150/200/250 (60% AP) >>> 150/200/250 (40% AP).

Smolder

Yet again, we are back to more changes to Smolder. Here are all the changes.

  • Q – Super Scorcher Breath:
    • Burn True Damage at 225 Stacks: 6.5% of Maximum Health >>> (2% Bonus AD + 1.5% AP + 1% Dragon Practice Stacks)% Maximum Health.
  • E – Flap, Flap, Flap:
    • Number of Attacks: 5 (+5% Critical Strike Chance) >>> 5 (+2% Dragon Practice Stacks).
  • R – MMOOOMMMM!:
    • Damage: 225/350/475 (+110% Bonus AD)(+100% AP) >>> 200/300/400 (+110% Bonus AD)(+100% AP).
    • Sweetspot Multiplier: 130% >>> 150%.
    • Healing: 110/160/210 (+75% AP) >>> 100/135/170 (50% Bonus AD)(+75% AP).

Yorick

Riot is doing some followup changes after the ones in Patch 14.4.

  • E – Mourning Mist:
    • Ghoul Bonus Damage: 30% from 8 attacks >>> 20% from 8 attacks.
  • R – Eulogy of the Isles:
    • Some Bugfix and Tootltip Clarifications.
    • Maiden:
      • Armor and Magic Resistance: 10 – 50 >>> 30 – 90.
      • No Longer Takes -50% AoE Damage.

Item Buffs

Celestial Opposition

Riot is adding some more utility to Celestial Opposition to become a good alternative to Solstice Sleigh.

  • Unique – Blessings of the Mountain:
    • Cooldown: 20 seconds >>> 18 seconds.
    • Slow: 50% for 1.5 seconds >>> 60% for 2 seconds.

Dream Maker

Another Support Upgrade that Riot is changing but in a different way. They are scaling the amount of Shield and Damage the item will give based on levels.

  • Unique – Dream Maker:
    • Shield: 140 (at all levels) >>> 75 – 255 (level 6 – 18).
    • Damage: 90 (at all levels) >>> 50 – 170 (level 6 – 18).

Heartsteel

It has been a while since Riot has made changes to Heartsteel. So, Riot is buffing Heartsteel a little by changing the damage from the item come more from Health gained from the item than static numbers.

  • Unique – Colossal Consumption:
    • Damage: 100 + 10% Health Gained From Item >>> 80 + 12% Health Gained From Item.

Hextech Rocketbelt

Riot is making Hextech Rocketbelt a little more expansive and also adding a bit more AP.

  • Cost: 2500 Gold >>> 2600 Gold.
  • Ability Power: 60 >>> 70.

Stormsurge

A small buff in movement speed is being given to Stormsurge.

  • Movement Speed: 5% >>> 8%.

Sunfire Aegis

Riot is adding some Health to the item while also increasing Immolation damage.

  • Health: 450 >>> 500.
  • Unique – Immolate:
    • Damage: 12 (+1.75% Bonus Health) >>> 15 (+1.75% Bonus Health).

Item Nerfs

Frozen Heart

As an armor item, Frozen Heart has been too good an item. So, Riot is increasing the price of the item while decrease the Armor on it.

  • Cost: 2500 Gold >>> 2600 Gold.
  • Armor: 70 >>> 65.

Lich Bane

The Spellblade AP Ratio from Lich Bane is being reduced a little.

  • Unique – Spellblade:
    • Damage: 75% Base AD (+50% AP) >>> 75% Base AD (+45% AP).

Solstice Sleigh

While Celestial Opposition and Dream Maker is being buffed, Solstice Sleigh is getting nerfed significantly.

  • Unique – Going Sledding:
    • Cooldown: 20 seconds >>> 30 seconds.
    • Bonus Health: 7% Maximum Health >>> 50 – 230 (Levels 6 – 18).
    • Decaying Movement Speed: 30% >>> 25%.

ARAM Changes

Buffs

  • Camille:
    • Shielding Done: 120% >>> 110%.
    • Ability Haste: 0 >>> 10.
  • Dr. Mundo:
    • Damage Taken: 110% >>> 105%.
  • Naafiri:
    • Ability Haste: 0 >>> 10.
  • Nasus:
    • Damage Taken: 110% >>> 105%.

Nerfs

  • Anivia:
    • Damage Taken: 95% >>> 100%.
  • Illaoi:
    • Healing Done: 90% >>> 80%.
  • Karma:
    • Damage Dealt: 100% >>> 95%.
  • Lulu:
    • Shielding Done: 110% >>> 105%.
  • Renekton:
    • Healing Done: 120% >>> 105%.
  • Zac:
    • Healing Done: 120% >>> 110%.
